Appeal allowed for 28 flats in Croydon - 08/06/2007
Planning permission has been granted following a Hearing held on 1st May 2007 in Croydon for the demolition of existing building and erection of three/four storey building comprising 12 two-bedroom, 13 one-bedroom and 3 three bedroom flats.
The Inspector considered that the proposal was worthy of the site and would make a positive contribution to the street scene.
With regard to parking the Inspector agreed that the provision of 17 parking spaces for the 28 units proposed would stirke a reasonable balance between discouraging car us eand promoting sustainable travel choices.
With regard to sustainability the Inspector and Council confirmed that suitable conditions could be imposed to ensure that the development achieved an Eco Homes Excellent rating and would generate sufficient on-site energy from from renewable sources to off-set 10% of its predicted carbon emmissions.
With regard to living conditions the Inspector found that the relationship between the proposed habitable ground floor windows and footpath is not unusual in an urban environment. The Inspector also considered that the proposal would improve the outlook for local residents and would not involve significant loss of neighbours' privacy or the amount of daylight or sunlight they enjoyed.
The final issue concerned the provision of affordable housing. The Inspector considered that a suitable condition could be imposed to allow the Council and Appellant the opportunity to determine the appropriate level of affordable housing provision on site.
