Planning permission for 2 x 2 bed apratments, 12 x 3 bed and 4 x 4 bed houses has been allowed on appeal following a Hearing conducted on 20th March 2007. (REI/703)

The chosen Inspector considered the main issue to be the effect of the proposal on the character and appearance of the areas, with particular reference to trees. The Inspector stated the following when considering the density of the development and its resultant impact on the character of the area:

"I examined many infill schemes in the surrounding area and formed the view that the Council draws too tight an area when considering the pattern of development...There is little doubt that the proposed development would follow the example of many similar infill developments in terms of a well-established pattern. The proposed density (31dpha)would make effective and efficient use of previously developed land, in line with Government policy expressed in Planning Policy Statement 3 Housing (PPS3) and as plainly required by LP Policy Ho9 A."

The Inspector also noted that Third parties had raised other views including the need for affordable housing. The Inspector stated the following:

"The applicability of the lower threshold for affordable housing provision set out in latest Government policy is tempered by the viability of emerging schemes that were formulated to a different yardstick."
