A Written Representations appeal has been allowed for a change of use from retail (A1) to betting shop (A2) in a Grade II Listed building in the Primary Shopping frontage in Teignmouth, Devon (DEV/08/SC)
In allowing the appeal the Inspector found that the Council's assertion that betting shops draw specialist clientele that would not browse the town centre generally was unfounded.
In addition, despite the 'blank' frontage of a betting shop elsewhere in the town centre, the Inspector considered that the reliance of modern betting shops on passing trade, at least in part, means it would not be in their interest to provide a 'blank' frontage.
